What I keep seeing
A notice can be accurate and still go nowhere if nobody can see what happened next. I also see people mix their own observations with the City's record. That makes follow-up harder. 311 is for non-emergency City services; use the official emergency channel when there is immediate danger.
What should exist
I would keep one dated page with the address, request type, case number, photos, notice text, contacts, inspections, letters, and repairs. Each row would link to its source. The public 311 data has a stated scope and different time periods, so a missing row remains unknown. A closed 311 request would not automatically mean the underlying condition is fixed.
- Keep your own observation separate from the City's record.
- Mark whether the next move belongs to the City, an owner, or you.
- Keep old and new 311 datasets separate because they cover different periods.
What a Buffalo person can do today
Open the current 311, code, and inspection records for the address. Write down the case number and date. Ask the department for the current status, next owner, and closing proof. If a needed record is missing, file a focused City FOIL request. This supports follow-up; it is not a legal finding about a property or person.
